
Welcome TO Rural Defenders Fund
The purpose of the Fund is to promote respect for and enhance the protection of Grassroots Human Rights Defenders and Journalists working on different thematic Human Rights issues, by providing urgent emergency support to defenders throughout Uganda.
About the Fund
Against the backdrop of the challenges faced by Human Rights Defenders and Journalists in Uganda and the dwindling civic space, defenders operating in grassroots communities have expressed their commitment towards improving their security, safety and wellbeing. To achieve this goal, they have established the ‘Rural Defenders Fund (RUDEFU)’ to support grassroots Human Rights Defenders and Journalists who find themselves in emergency situations due to the nature of their work.
A national committee will administer this fund on behalf of all partners. The Committee’s core mandate is to carry out various responsibilities under the fund, including making decisions on which cases qualify for the provision of emergency support.
Purpose of the Fund
To promote respect for and enhance the protection of Grassroots Human Rights Defenders and Journalists working on different thematic Human Rights issues, by providing urgent emergency support to defenders throughout Uganda.
How to Apply
A grant can be accessed by lodging an application in the prescribed form with the Committee of the Fund. Applications can be made by sending an email to grants@rudefu.org. Upon receiving an email, an application form will be sent to the applicant, filled and returned to the Fund for Review by the Committee

Eligibility for Emergency fund
Any grassroots Human Rights Defender or Journalists is eligible to apply for a grant if the applicant;

1. Is a citizen of Uganda or a person legally residing or working in grassroots communities?

2. Is an active frontline Human Rights Defender and Journalists working on issues related to human rights in general

3. Is facing an imminent threat or harm due to the nature of his/her work as a human rights defender or Journalist

4. Has not secured any other kind of support from another entity, organization or person to support him/her through the emergency situation.
Type of Support provided by the Fund
The nature of the support provided by the Fund will be in the form of a grant to oversee an emergency or risky situation connected to a defender’s or Journalist activism or actions. This grant will cover any immediate and short-term costs arising from the emergency situation before the defender or Journalist identifies a more stable source of support. Some of the costs that can be catered for by this fund include:
Urgent and short-term legal assistance
For Human Rights Defenders and Journalists who are either threatened with arrest, arbitrarily arrested, detained, maliciously prosecuted or summoned by government authorities, this Fund can be used to cover the cost of legal representation to secure the defender’s freedom when the full trial is going on.
Meeting Cost of Court bail/ police bond
Where a defender or Journalist has secured bail/bond but for some reason is unable to raise the amounts required, this Fund can cover the cost of bail/bond to free the defender from custody during the period of trial. Applications for this type of support will be determined on a case-by-case basis, depending on the facts and evidence presented by the applicant.
Cost of Urgent Medical Emergency
Human Rights Defenders and Journalists who, in the course of their work, sustain injuries or become critically ill as a consequence of any forms of physical violence propagated against them, can be supported by the Fund. In this instance, the Fund can provide assistance to the Defender or Journalist by covering the cost of medical services and treatment
Temporary relocation costs for Defender or Journalist
Relocation becomes necessary where a Defender or Journalist faces a threat of violation of their rights or risks being exposed to other types of danger by his/her continued presence at a particular place or territory. This Fund can cater for any costs incidental to the relocation for the entire period during which the threat persists.
Hiring private security for Defender or Journalist
Where a defender or Journalist fears that their life is in danger, they can apply for funds to hire private security for a short period of time. Applications for this type of support will be determined on a case-by-case basis, depending on the facts and evidence presented by the applicant.
Installation of security infrastructure
The Fund can cover an application to procure security infrastructure such as CCTV cameras provided that adequate justification is given on how this will help overcome the emergency situation. This may include reference from a tech specialist on the effectiveness of such infrastructure.
Prison Visits for Defender or Journalist
The fund can provide support to a family member, another defender or journalist to visit the prisoned colleague who has lived in anguish for months with little or no information about the health and wellbeing of that defender or Journalist
Trial Monitoring of Court Case of Defender or Journalist
The Fund can support trial observers (other defenders or Journalists) to conduct trial monitoring when a defender or Journalist is being tried by court. The support from the Fund is designed to enable trial observers to accurately report on trial proceedings and contribute to the protection of a Human Rights Defender or Journalist facing prosecution by highlighting injustice and the lack of due process.
Humanitarian, family or dependent Support for Defender
Humanitarian, family or dependent assistance will be provided if the Defender or Journalist is unable to continue working or there are salary losses due to the threats.
Replacement of Stolen or Damaged Equipment
The Fund can support Replacement of professional equipment and journalistic material (hardware or software) which has been taken, lost or stolen as a consequence of the type of work
Support Related to Physical and Digital Security
The Fund can support a human rights defender or Journalist to improve physical, digital and communication security

Donate to the Fund
The Fund supports the work of human rights defenders and Journalists in Uganda. Every year, human rights defenders and journalists that fight for freedom, equality and justice in their own communities are supported. Sometimes grassroots human rights defenders or journalists we support receive threats or they are attacked. With your help, we can help these defenders and journalists in rapidly changing and emergency situations.
The aid can be aimed at safety equipment, the services of a doctor or psychologist, legal aid, equipment to replace destroyed or confiscated equipment, emergency accommodation or to help them flee and relocate to a safer place. When a human rights defender or Journalist is in danger because of their work, they are in a hurry to get help. At the Fund, the decision is made as quickly as possible so that help arrives on time. Therefore, we always need sufficient funds in our fund so that we can react as soon as we receive information from the field about an urgent need for help.
